Moscow opposed to tough measures against North Korea.

There should be no doubt that Moscow will oppose any tough measures related to the North Korean nuclear problem, which was exacerbated by Pyongyang’s recent nuclear test. At the very least, Moscow will continue to support six-party talks involving North Korea, the United States, Russia, China, South Korea and Japan. At most, it will press for direct American-North Korean negotiations.

Russia believes that the situation deteriorated after the U.S. accused North Korea of having resumed its uranium enrichment program in October 2002, an allegation that was not supported by any evidence. When America suspended construction of two light-water nuclear reactors in North Korea, despite their bilateral framework agreement, Pyongyang responded by officially withdrawing from the Nuclear Nonproliferation Treaty. What followed is well known.

It’s the United States fault that the North Koreans were caught breaking the agreement????

The state of Ohio Schools Commission has gotten rid of a requirement that all new school construction be paid at the prevailing or UNION wage. Wow, the republicans are really listening to the people. Our nation may be saved after all !!! WAY TO GO OHIO !!!!!

COLUMBUS, Ohio (AP) — Amid a fight over union rights in Ohio, the state panel that controls millions of dollars in school construction voted Thursday to no longer support union-scale wage requirements on job sites.

Tim Keen, the chairman of the Ohio School Facilities Commission, said the move was aimed at "making our scarce dollars for school construction go just as far as possible."

Keen, the governor’s budget director who heads the seven-member commission, said he did not know how much the state could save from the move. Still, he said, "I think any time you take steps to limit the pool of bidders for projects, you are going to find that you are paying more than you otherwise would."

Two of the three voting members on the commission passed a resolution that says the panel will reject any bids that include a prevailing-wage requirement or the union-friendly project labor agreements.

Keen and Robert Blair — Gov. John Kasich’s administrative services director — voted to support the measure. State Superintendent Deborah Delisle also has a vote on the panel but was absent from the meeting.

Thirteen districts in the state have project labor agreements, and 15 districts pay "prevailing" wage, out of the roughly 150 districts the commission works with on projects, said commission spokesman Rick Savors.

Prevailing wage is essentially the going rate on local union projects. It varies from place to place but is generally higher than the market rate.

Keen said the panel would review those contracts already in place in light of Thursday’s vote.

The commission has dispersed more than billion for school construction and renovation since it was created in 1997.

The resolution brings the panel back in line with the policy it had before Democratic Gov. Ted Strickland took office in January 2007.

For a decade under Republican governors, commission rules didn’t allow local districts to require prevailing wages or the project labor agreements on construction jobs. That changed under the Strickland administration, but those judgments were left up to the district.

In another wage matter being watched by unions, a House committee on Thursday cleared a bill to permit some private employers to offer time off rather than money to their employees who work overtime.

"LOS ALAMOS, N.M. — Three illegal immigrants who used fake documents to try to get badges that would let them work on a construction job at Los Alamos National Laboratory have been turned over to federal immigrant agents.

Security officers were suspicious of documents presented to the lab’s badge office Wednesday by the three men from Mexico, and faxed the documents to the Immigration and Customs Enforcement office in Albuquerque.

ICE officials confirmed that the documents presented by the men were false. Lab security officers contacted local police, who escorted the trio off lab property and held them for immigration authorities.

Police said it’s a federal offense to falsify identity to federal agencies."

Why Americans rejecting work offers so they can continue collecting unemployment benefits?

In a state with the nation’s highest jobless rate, landscaping companies are finding some job applicants are rejecting work offers so they can continue collecting unemployment benefits.

It is unclear whether this trend is affecting other seasonal industries. But the fact that some seasonal landscaping workers choose to stay home and collect a check from the state, rather than work outside for a full week and spend money for gas, taxes and other expenses, raises questions about whether extended unemployment benefits give the jobless an incentive to avoid work.

Members of the Michigan Nursery and Landscape Association "have told me that they have a lot of people applying but that when they actually talk to them, it turns out that they’re on unemployment and not looking for work," said Amy Frankmann, the group’s executive director. "It is starting to make things difficult."
Chris Pompeo, vice president of operations for Landscape America in Warren, said he has had about a dozen offers declined. One applicant, who had eight weeks to go until his state unemployment benefits ran out, asked for a deferred start date.

"It’s like, you’ve got to be kidding me," Pompeo said. "It’s frustrating. It’s honestly something I’ve never seen before. They say, ‘Oh, OK,’ like I surprised them by offering them a job."

Some job applicants are asking to be paid in cash so they can collect unemployment illegally, said Gayle Younglove, vice president at Outdoor Experts Inc. in Romulus.

"Unfortunately, we feel the economy is promoting more and more people and companies to play the system and get paid or collect cash money so they don’t have to pay taxes," Younglove said.

A person becomes ineligible for benefits if he or she fails to accept suitable work, said Stephen Geskey, director of Michigan’s Unemployment Insurance Agency.

The average landscape worker earns about per hour, according to the Michigan Department of Labor and Economic Growth. A full-time landscaping employee would make 5 more a week working than from an unemployment check of 5.

But after federal and state taxes are deducted, a full-time landscaper would earn 0 a week, or more than a jobless check. The gap could narrow further for those who worked at other higher-paying seasonal jobs, such as construction or roofing, which would result in a larger benefits check.

TEMPLE, TEX. — In an era when students talk back to teachers, skip class and wear ever-more-risque clothing to school, one central Texas city has hit upon a deceptively simple solution: Bring back the paddle.
Most school districts across the country banned paddling of students long ago. Texas sat that trend out. Nearly a quarter of the estimated 225,000 students who received corporal punishment nationwide in 2006, the latest figures available, were from the Lone Star State.

But even by Texas standards, Temple is unusual. The city, a compact railroad hub of 60,000 people, banned the practice and then revived it at the demand of parents who longed for the orderly schools of yesteryear. Without paddling, "there were no consequences for kids," said Steve Wright, who runs a construction business and is Temple’s school board president.

Since paddling was brought back to the city’s 14 schools by a unanimous board vote in May, behavior at Temple’s single high school has changed dramatically, Wright said, even though only one student in the school system has been paddled.
